How can you test fire a 4.6 police engine(ford cvpi)if its out of the car?

we have a 4.6 cvpi engine still in frame.its been wrtecked and wires are cut/damaged. engine bay wires still intact, but no fuel(pump not working)we tried puting fuel in fuel rail,wont start.what exactly can we do to 'test fire' this engine w/o damaging it.we just want to 'know' it runs.any ideas or secrets to making it 'turn-on' for a second.
