Why was the nfl did not left the broncos let them wear Darrent Williams jersey

Taylor died during the season on the active roster, and was voted in to the Pro Bowl. Seriously though I don't know why they'd let the Redskins wear Taylor's jersey. I have no issue with players being allowed to wear teammate's numbers on the helmet, but to wear the jersey is getting silly.
